The World Wide Web Consortium (W3C) develops web standards and guidelines on behalf of all of us.
The Consortium comes in for a great deal of criticism. It is often regarded as verbose, elite and out of touch with the real world of the web. The website is often cited as the crowning example of this.
In defence of the W3C, they are experts trying to do a good thing. A really good thing. They are doing their level best to create a web that is accessible to everyone, and by levelling standards, this will one day be attainable for everyone.
It is not easy to write good code - in any language. The principal difficulty with the web still is the lack of robust languages for us to use to achieve all that we would like to. But by becoming aware of what the goals are, we might get there.
